the Office of Congressional and Intergovernmental Affairs at the U.S. Department
of Labor; in the White House Office of Congressional Affairs; and Deputy
Associate Director and later Acting Associate Director in the White House
Office of Presidential Personnel. He worked for former Texas Attorney
General Dan Morales, serving as a Legislative Liaison and later as an Assistant
Attorney General. Graduate of St. Edward's University, where he was
student body president; law degree from The University of Texas School
of Law. Son of migrant farmworkers; native of Alamo, Texas.
